Google stands in support of racial equality says Indian-American CEO Sunder Pichai
Washington: Google stands in support of racial equality and all those who search for it, Indian-American CEO of the technology giant Sunder Pichai said on Sunday.
He said that the company has decided to share its support for the racial equality in solidarity with the black community and in memory of George Floyd on Google and YouTube home pages in the US.
“Today on US Google & YouTube homepages we share our support for racial equality in solidarity with the Black community and in memory of George Floyd, Breonna Taylor, Ahmaud Arbery & others who don’t have a voice,” Pichai wrote on Twitter.
“For those feeling grief, anger, sadness & fear, you are not alone,” Pichai said, sharing a screen shot of the Google search home page which said “we stand in support of racial equality, and all those who search for it.”
His remarks came amidst nationwide violent protests over the killing of unarmed black man George Floyd by a policeman in Minneapolis.
Floyd pleaded for air as the white police officer pressed his knee on his neck, leading to his death. The officer has been arrested and charged with murder.

Pakistan Far From Out Of The Quicksand Called FATF
Islamabad continues to struggle to escape the jurisdictions under Increased Monitoring, commonly known as the ‘grey-list’ of the global anti-money laundering regulator, the Financial Action Task Force (FATF).
Pakistan has been on the ‘grey-list’ since June 2018 and there is always a looming danger of the country being put under the High-Risk Jurisdictions or ‘black-list’ at any time.
In a characteristic act of evasion, a May 1, 2020, report indicated, Pakistan told a visiting team of a United Nations Security Council (UNSC) monitoring committee that it had been unable to act against numerous individuals listed in its sanctions list because the UN panel had given “insufficient information”.
It told the UN team, which was on a five-day visit to Pakistan between March 9 and 13, that the List did not have the accurate date of birth, nationality, national ID number, passport number or a specific address of the men sanctioned for their terror links.
Though the UNSC 1267 Sanctions List has 130 names from Pakistan, Islamabad acknowledges the presence of only 19 of them, including Lashkar-e-Taiba (LeT) ‘chief’ Hafiz Mohammad Saeed.
Earlier, Castellum.AI, a US-based start-up that automates watchlist compliance, in a release on April 20, 2020, noted:
“At its height in October 2018, Pakistan’s terrorist watchlist, the Proscribed Persons List, had about 7,600 names, according to a report from the Financial Action Task Force (FATF), the global money laundering and terrorist financing watchdog. Castellum.AI regularly adds new data sources, and on March 9th Castellum.AI added the Pakistan Proscribed Persons List to its database. Between March 9th and March 27th, Castellum.AI data showed that Pakistan removed 1,069 names from the Proscribed Persons’ List and that all those names then appeared on the country’s Denotified List, a term used in Pakistan to signify an official removal. Since March 27th, about 800 more names were removed from the terrorist watchlist and placed on the Denotified List. Since its peak, about 3,800 names were removed from the Proscribed Persons List, without explanation or notification to the public.”
However, Tahir Akbar Awan, an official with the Ministry of Interior, asserted that the list had become “bloated with multiple inaccuracies” because it contained names of individuals who had died and those who may have committed crimes but weren’t associated with a designated terrorist group.
It is useful to recall here that FATF, in a release on February 21, 2020, had stated, “Pakistan should continue to work on implementing its action plan to address its strategic deficiencies” including targeting “designated persons and entities, and those acting on behalf or at the direction of the designated persons or entities” and “demonstrating that facilities and services owned or controlled by a designated person are deprived of their resources and the usage of the resources.”
In June 2018, when Pakistan was put in the ‘grey-list’ it made a high-level political commitment to work with FATF and the Asia Pacific Group (APG) to strengthen its Anti-Money Laundering/Combating the Financing of Terrorism regime. It had submitted a 27-point action plan. Subsequently, it started ‘working’ to implement the action plan.
In a release on October 18, 2019, however, FATF noted that “all deadlines in the action plan have now expired” and that “to date, Pakistan has only largely addressed five of 27 action items, with varying levels of progress made on the rest of the action plan”.
It further noted:
“The FATF strongly urges Pakistan to swiftly complete its full action plan by February 2020. Otherwise, should significant and sustainable progress not be made across the full range of its action plan by the next Plenary, the FATF will take action, which could include the FATF calling on its members and urging all jurisdictions to advise their FIs [Foreign Investors] to give special attention to business relations and transactions with Pakistan.”
As expected, Pakistan failed to meet the deadline again, and FATF, in a release on February 21, 2020, reiterated that “all deadlines in the action plan have expired” and expressed concerns regarding “Pakistan’s failure to complete its action plan in line with the agreed timelines.”
It set a new deadline of June 2020 and warned that “otherwise, should significant and sustainable progress especially in prosecuting and penalising TF [Terrorist Financing] not be made by the next Plenary, the FATF will take action.”
The COVID 19 global pandemic, however, has forced the FATF to delay it plenary scheduled to be held in June 2020.
In a release on April 28, 2020, FATF stated,
“The gravity of the COVID-19 situation globally and the consequent COVID-19 related measures that countries have adopted, such as confinement and travel restrictions, are making it impossible for assessed jurisdictions and assessors alike to conduct on-site visits and in-person meetings. This situation has significantly impacted countries’ ability to actively participate in mutual evaluation and related follow-up processes. The FATF Plenary acknowledges these severe challenges that countries face at this difficult time. The FATF Plenary has therefore agreed to temporarily postpone all remaining FATF mutual evaluations and follow-up deadlines… Likewise, the FATF has decided on a general pause in the review process for the list of high-risk jurisdictions subject to a call for action and jurisdictions subject to increased monitoring, by granting jurisdictions an additional four months for deadlines.”
Pakistan has thus secured a reprieve from an unexpected quarter, and it doesn’t want to let go this opportunity. The recent actions to prune the Terror Watch List and Sanction List are efforts in that direction. It is expected that it will continue with its mischievous efforts and work on token ‘reforms’ at the domestic level.
Meanwhile, China is FATF chair since July 1, 2019. The ‘all-weather friend’ has long provided Pakistan all possible help. Significantly, after the conclusion of the FATF plenary meeting in February 2020, China, as expected, praised Pakistan’s “enormous efforts” in combating terror financing. Chinese Foreign Ministry spokesman Geng Shuang declared:
“Pakistan has made enormous efforts in improving its counter-terror financing system, which has been recognised by the vast majority of the FATF members at its latest plenary meeting concluded on February 20 in Paris.”
With China’s help Pakistan was able to avoid possible ‘black-listing’ during the February 2020 plenary.
There is, however, a looming worry for Pakistan. Chinese Presidentship of the FATF comes to an end on June 30, 2020.
Though it is not known who is going to take over, it is definitely not going to be any country as unqualified in its support as the ‘all-weather friend’.
Pakistan is, consequently, making all efforts to at least meet the minima of notional compliance, in order to escape the grey list and evade the possibilities of blacklisting.

India: Many Battle Points, One Brittle Peace
The average terrorism/insurgency-linked fatalities per day in India dropped to 1.38 during the first four months and three days of 2020 (data till May 3, 2020), from 2.13 during the corresponding period of 2019. This is the lowest daily average fatality recorded during this period of the year since 1986. A previous low of 1.95 was recorded in January-May 1, 2015.
Significantly, the daily average fatality through 2019 worked out at 1.44, the lowest at least since 1986. A previous low of 1.99 was recorded in 2015. In 2018, the average stood at 2.57.
2019 recorded the lowest fatalities in a year since 1986. There was a total of 621 fatalities [159 civilians, 132 Security Force (SF) personnel, and 330 terrorists/insurgents] in 2019. Since 1986, a previous low of 729 fatalities was recorded in 2015. 2018 accounted for 940 fatalities. 2020 has so far accounted for 179 fatalities.
It is useful to recall that, at the peak of terrorism/insurgency in 2001, the country had recorded a total of 5,504 fatalities (1,508 civilians, 883 SF personnel, 3,005 terrorists/insurgents, and 108 unspecified), working out to a daily average of 15.07.
Other parameters of violence like incidents of killing, explosions, recovery of arms, also witnessed significant improvements. 2019 saw the lowest number of incidents of killing, 332, since March 6, 2000, when SATP started compiling comprehensive data on conflicts in India. A previous low of 437 incidents was recorded in 2015.
The number of incidents of killing was 476 in 2018. 2019 recorded 1,787 terrorism-linked incidents, the lowest since March 6, 2000, significantly bettering the previous low of 2,119 recorded in 2018.
The geographical spread of violence also diminished. 84 districts reported fatalities in 2018. The number came down to 75 in 2019. 33 districts have recorded fatalities in 2020, thus far. India currently has a total of 733 districts. In 2001, at the peak of violence, 138 of 593 districts then in existence, reported insurgency/terrorism linked fatalities.
According to the Union Ministry of Home Affairs, internal security issues in the country can broadly be categorized as follows:
- Terrorism in the hinterland of the country
- Left-Wing Extremism in certain areas.
- The security situation in Jammu & Kashmir.
- Insurgency in the North Eastern States.
2019 witnessed significant improvement in the security situation across all these theatres.
Despite sustained efforts, the intelligence and enforcement apparatus in India successfully thwarted all attempts by Islamist terror formations – global, transnational and Pakistan based – to carry out any attack in India’s hinterland through 2019.
Significant improvement was evident in 2019 in areas afflicted by Left Wing Extremism (LWE). Indeed, on February 4, 2020, the Minister of State in the Union Ministry of Home Affairs (UMHA), G. Kishan Reddy, confirmed in the Lok Sabha (Lower House of Parliament), “Left Wing Extremism (LWE) related violence and geographical spread have declined over the years”.
Jammu & Kashmir, though it went through an upheaval forced by the ruling political establishment for petty political gains, nevertheless saw significant improvement in the situation relating to terrorism in 2019. The trend of increasing fatalities, on year on year basis, established since 2016, had been reversed in 2019. Fatalities which had touched a 10 year high of 452 in 2018. There were 538 fatalities in 2008, with continuous declines thereafter till 2012, and then a steady inching upwards came down to 283 in 2019.
Insurgency in the Northeast was at its lowest ebb in 2019. On March 4, 2020, MoS Kishan Reddy stated in the Rajya Sabha (the Upper House of Indian Parliament),
The security situation in the North-Eastern States has improved substantially since 2014. Compared to 2013, there has been a 70% reduction in insurgency incidents, 80% in civilian deaths and 78% in security forces casualties in the year 2019.
Punjab also remained terror-free through 2019 despite the relentless efforts of Pakistan backed Khalistani terror groups. Buoyed by the improved security situation, Dinkar Gupta, Director General of Police (DGP), Punjab, in an interview on January 1, 2020, observed, “We have been fortunate that 2019 has gone without any terror crime.”
Indeed, India was safer in 2019 than any other year since 1986, purely in terms of terrorism-related incidents, even as the broader security situation improved considerably.
However, worries persist. There are over 40 banned terror outfits in the country. MoS Reddy on March 3, 2020, informed Parliament, “As on date, the First Schedule to the Unlawful Activities (Prevention) Act, 1967 contains names of 42 Terrorist Organisations”.
Islamist terrorist and extremist organisations, including global terrorist formations such as Islamic State (IS, Daesh) and al Qaeda, as well as the Pakistan sponsored groupings such as Lashkar-e-Toiba (LeT), Jaish-e-Mohammad (JeM) and Hizb-ul-Mujahedeen (HM), continue to target India in their campaigns for jihad. Though they found mobilization among the Indian Muslim population extraordinarily difficult, the patterns of politically engineered communal polarization, particularly by majoritarian political formations, have enormously escalated over the past years, driving up the risks, though not the current manifestation, of Islamist terrorist and extremist mobilization.
Left-Wing Extremists continued to make renewed efforts to halt their downward slide. According to an April 16, 2020, report, the Maoists were using the nationwide lockdown amid the Coronavirus (COVID-19) outbreak to regain strength, as a large group of the rebels entered the South Bastar region of Chhattisgarh from Andhra Pradesh, Telangana, Maharashtra, Jharkhand, Odisha, West Bengal, and even Nepal. The report citing intelligence inputs noted,
“…[Maoists were] continuously conducting meetings in the core areas in Chhattisgarh’s Sukma district and in the Darbha Division in Jagdalpur District of the State and part of Dantewada District there under the supervision of top Maoist leaders. They are also organising villagers for confronting the Government on the issue of fixing a minimum price for plucking up of tendu leaves and compensation for death or injury of villagers involved in the plucking off the leaves.”
Pakistan has also stepped up efforts to create more trouble in Kashmir.
On March 4, 2020, the Government informed the Parliament:
?There have been 1,586 incidents of ceasefire violations in 2019 and 646 incidents of Ceasefire Violations during the first two months of 2020 [January/February (up to 23rd February)], on Indo-Pak International border as well as Line of Control after August 5, 2019.”
According to official data, there was a total of 3,168 ceasefire violations in 2019 as against 2,140 such incidents through 2018, and a much lower 881 in 2017 and 449 in 2016.
According to media reports, the first four months of 2020 has already recorded 1,231 ceasefire violations as against 919 recorded during the same period in 2019. The continuing political misadventures of the ruling dispensation at New Delhi are likely to provide more ammunition to Pakistan’s disruptive designs.
Though there are no such worries in the case of insurgency in the Northeast, since the region has recorded continuous improvements in the security situation, periodic ethnic clashes (four such clashes recorded in 2019) remain a worry. Moreover, the long delay in concluding the talks between the Government of India (GoI) and the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) may have a cascading effect.
Punjab despite an extended period of peace, always has a looming threat. On January 1, 2020, DGP Dinkar Gupta cautioned,
It is difficult to say what the future holds for us, but when you are dealing with a neighbour like Pakistan, there will be attempts to foment trouble in Punjab. So, we have to be always vigilant.
In the meantime, the Government has taken several measures to deal with these threats across several theatres. Referring to one such measure, MoS Kishan Reddy stated in the Lok Sabha, February 11, 2020,
The Union Government has created an all India digital network – Crime & Criminal Tracking Networking System (CCTNS) in 15152 out of 15985 police stations of the country which has digitised police processes like registering complaints, FIRs, Investigation details, etc. 100% FIRs are being recorded in 14,992 police stations.
In addition, the Government has launched the Interoperable Criminal Justice System (ICJS) which integrates the process of speedy justice by facilitating data exchange between the courts, police, prosecution, jails and the forensic laboratories.
The National Investigation Agency (NIA) has also been fully operationalized. On March 3, 2020, the Parliament was informed that out of 319 cases entrusted to the NIA for investigation, charge-sheets had been filed in 237 cases. Judgement had been pronounced in 62 of these 237 cases, of which 56 cases resulted in conviction, a conviction rate of 90.32 per cent.
However, several other mega institutions announced to be created under “A New Architecture of India’s Security”, way back on December 23, 2009, remain on paper.
While one of them, the National Counter Terrorism Centre (NCTC), targeted to be established by the end of 2010, subsequently lost favor, the establishment of the National Intelligence Grid (NATGRID) remains far from reality. Updating the status of NATGRID, MoS, Reddy disclosed on February 5, 2020,
NATGRID has been created as an IT platform to assist the Security and law enforcement agencies to counter-terror for national security. Physical infrastructure for NATGRID will be completed by 31.03.2020 and IT Solution will go live by 31.12.2020. NATGRID will link several databases including Railways, Police, Stolen Vehicles, Immigration, Airline, Passports, Vehicles ownership, Driving Licenses, PAN data etc.
Meanwhile, deficiencies continue to afflict the Police Force, the first line of defence terrorism. According to the Bureau of Police Research & Development (BPR&D), as on January 1, 2019, deficits in the Police Force as against sanctioned strength were 20.34 per cent. The Police-population ratio ((policemen per hundred thousand population) in the country, as on January 1, 2019, was 158.22, much lower than the projected minimum of 222 for peacetime policing. 958 vacancies existed in the apex Indian Police Service (IPS), with 4,024 officers in position, as against a sanctioned strength of 4,982, a 19.22 per cent deficit, considerably weakening executive direction of the Force.
Worryingly, funds under the ‘Assistance to States for Modernization of Police’ scheme were reduced by the Central Government. As against 7.08 billion released in Financial Year (FY) 208-19, the Government released only 4.02 billion in FY 2019-20, a reduction that can only have an adverse impact on the quality of Police Forces across the country.
Moreover, the Intelligence Bureau (IB), described as the ‘brain’ of the national security apparatus by the Union Home Minister Amit Shah on December 23, 2019, faces acute shortages of manpower.
According to the BPR&D, as on January 1, 2019, as against a sanctioned strength of 40,650 personnel, the IB had only 29,784 personnel in position. A deficiency of 26.73 per cent in the ‘brain’ of the security establishment is indeed worrisome.
It is imperative for the Union Government to take all necessary measures to overcome these deficiencies within the fighting forces and intelligence apparatus to help SFs maintain the hard-earned peace. Any negligence at this stage could facilitate the resurgence of forces inimical to India.

The fourteen spheres were like huge mountains on which clouds in the shape of meritorious deeds poured showers of joy. The water thus discharged formed into gorgeous rivers of affluence, success and prosperity, that rose in spate and flowed into the ocean of Ayodhya. The men and women of the city were like jewels of a fine quality, bright, priceless and charming in everyway. The splendour of the capital was beyond description; it seemed as if the Creator’s workmanship had been exhausted there. Gazing on the moon-like face of Shri Ramchandra the citizens were all happy in everyway. All the mothers with their companions and maids were delighted to see the creeper of their heartís desire bear fruit. The king was particularly enraptured when he saw or heard of Shri Ram’s beauty, goodness, amiability and genial disposition. (1—4)

COVID-19 national directives: These are the fresh guidelines issued by Home Ministry
New Delhi: The Union home ministry Saturday issued following instructions as national directives for COVID-19 management:
Face covering: Wearing of face cover is compulsory in public places, in workplace and during transport.
Social distancing: Individuals must maintain a minimum distance of 6 feet (do gaz ki doori) in public places. Shops will ensure physical distancing among customers and will not allow more than five people at one time.
Gatherings: Large public gatherings or congregations continue to remain prohibited. Marriage related gatherings: Number of guests not to exceed 50. Funeral or last rites related gatherings: Number of persons not to exceed 20.
Spitting in public places will be punishable with fine, as may be prescribed by the states or UT or local authority in accordance with its laws, rules or regulations.
Consumption of liquor, paan, gutka, tobacco etc. in public places is prohibited.
Additional directives for work places:
- As far as possible the practice of Work from home (WfH) should be followed.
- Staggering of work or business hours will be followed in offices, work places, shops, markets and industrial and commercial establishments.
- Screening and hygiene: Provision for thermal scanning, hand wash and sanitizers will be made at all entry and exit points and common areas. Frequent sanitization of entire workplace, common facilities and all points which come into human contact like door handles will be ensured, including between shifts.
- Social distancing: All persons in charge of work places will ensure adequate distance between workers, adequate gaps between shifts, staggering the lunch breaks of staffers, etc.

Google gives workers Rs 75K each, to reopen offices from July 6
San Francisco: Google has set July 6 the date for its employees to return to office in a gradual, phased manner and has announced to give $1,000 (around Rs 75,000) to each of its workers globally for expenses on necessary equipment and office furniture as they work from home.
Alphabet and Google CEO Sundar Pichai said that the company will restart opening more buildings in more cities from July 6.
“This will give Googlers who need to come back to the office, or capacity permitting, who want to come back to the opportunity to return on a limited, rotating basis (think: one day every couple of weeks, so roughly 10 per cent building occupancy),” Pichai said in a statement late Tuesday.
According to him, if condition allows, Google will gain 30 per cent office capacity by September by further scaling the rotation programme.
“Because we still expect that most Googlers will be largely working from home for the rest of this year, we’ll be giving each Googler an allowance of $1,000, or the equivalent value in your country, to expense necessary equipment and office furniture,” Pichai announced.
According to Pichai, there are a limited number of Googlers whose roles are needed back in office this calendar year.
“If this applies to you, your manager will let you know by June 10. For everyone else, returning to the office will be voluntary through the end of the year, and we encourage you to continue to work from home if you can,” said Pichai.
Google’s original plan was to keep work from home policy until June 1.
While some of Google employees have expressed interest in coming back to the office, others have asked whether it’s okay to temporarily relocate to another place to be closer to family while you’re working from home.
Pichai said that in this case, they need to review the guidelines which include important information about a number of personal factors such as your tax filings and health coverage/eligibility.
“We’ll have rigorous health and safety measures in place to ensure social distancing and sanitization guidelines are followed, so the office will look and feel different than when you left,” said the Google CEO.
“We are taking slow, deliberate steps to begin re-opening offices in areas where they still remain largely closed. We’re also investing more in your work-from-home setup to make sure you have what you need to be productive and comfortable,” he added.

Mo Bus service on 7 routes from today
Bhubaneswar: The Capital Region Urban Transport (CRUT) will resume ‘Mo Bus’ service from May 26 in accordance with the order of the state government which has allowed the passenger bus service in the state from Monday.
“Initially, buses will ply on seven routes of Capital Region from 7am to 7pm. And to begin with, the Mo Bus service will operate non-AC buses. We’ll keep adding more number of buses and routes over a period of time,” CRUT general manager Dipti Mahapatro said.
No standing passenger will be allowed to travel in the buses. All the crew members have been instructed not to allow the passengers to board the buses in which all the seats are occupied.
She said that wearing of mask is a must for all passengers and appealed to all the commuters to take precautions while they commute in Mo Bus. “No mask, no entry. And the commuters are also requested to carry sanitisers as well,” she pointed out. The passengers are also requested to tender exact change to purchase ticket in order to minimise cash transaction.
In the present scenario, it is imperative to use contactless method over cash to avoid human-to-human contact.
Mohaptra said soon CRUT will introduce QR Code as well as tap and pay card to facilitate cashless transaction. This will allow a hassle-free and risk-free travel for the commuter in the times of Covid-19. Notably, cleaning and disinfection of buses are being done on a daily basis as per standard procedure in the interest of passengers and staff deployed in the buses. “On a daily basis, the cleanliness and hygiene of each and every bus will be verified by depot managers before they start their journey for the day,” she said.
“Mo Bus vehicles are being cleaned daily on the spots prone to spread a virus like seats, support poles, door handles, arm rest and bar handles with alcohol-based disinfectants,” Mahapatro said.

COVID-19: Recovery Rate Rises To 51% In Madhya Pradesh
BHOPAL (Madhya Pradesh): The Madhya Pradesh Chief Minister Shivraj Singh Chouhan has said that better arrangements are being ensured in the state for the treatment of Corona. A large number of Fever Clinics have also started functioning in the state. The corona recovery rate has reached 51 per cent.
CM Chouhan was reviewing the status of corona and other arrangements through video conferencing at Mantralaya today.
The Chief Secretary Iqbal Singh Bains, DGP Vivek Johri, Additional Chief Secretary Health Mohammad Suleman, Principal Secretary Medical Education Sanjay Shukla and other Officers were present on the occasion.
The Additional Chief Secretary Health Suleman informed that health checkup of 27 thousand 484 persons has been conducted at One thousand 496 fever clinics of the state. Of these, 24 thousand 505 have been advised for home isolation, samples of 6 thousand 415 persons have been taken and out these, 2 thousand 824 persons have been sent to COVID Care Centres/Hospitals.
During the review of Ujjain district, it was informed that the health survey of 6 lakh 34 thousand people has already been conducted in Ujjain district. Nagda area of the district has become free of infection. In the next 2-3 days, the trauma centre will start functioning as COVID hospital. The Collector of Ujjain has been directed to make arrangement of 10 more ambulances.
The ACS Health Suleman informed that according to the new discharge criteria, corona patients, who are in good health, do not have symptoms of corona and not been suffering from fever for the last three days, can now be discharged in 10 days. After this, they will have to stay in home isolation for 7 days.
The Principal Secretary Sanjay Dubey informed that e-pass system has been abolished to move from green zone to green zone in the state but e-pass will be required to leave Indore, Bhopal and Ujjain. Similarly, e-pass will also be required for movement to other states and entering Madhya Pradesh.
CM Chouhan said that the procurement of wheat in the state has exceeded the target of 100 lakh MT and it has reached 111 lakh 62 thousand MT till date. There are 20 lakh registered farmers in the state, till now 14 lakh 67 thousand farmers have sold wheat at the support price. Arrangement of bags should be made for the wheat procurement, he added.
The Additional Chief Secretary I.C.P. Keshri informed that so far a total of 5 lakh 14 thousand migrant labourers have already returned to Madhya Pradesh by 122 trains and thousands of buses. Out of these, One lakh 54 thousand by trains and 3 lakh 60 thousand labourers by buses have returned to the state. A total of 130 trains are expected to arrive in the state. About 3 lakh 70 thousand labourers of other states have been sent by buses to the borders of other states.

India Elected Chair Of WHO’s Executive Board
NEW DELHI: Dr Harsh Vardhan, Minister of Health and Family Welfare, India, was today elected the Chair of the World Health Organization’s Executive Board.
“I feel deeply honoured to have the trust and faith of all of you. India, and my countrymen, too, feel privileged that this honour has been bestowed upon us. I will work to realize the collective vision of our organization, to build the collective capacity of all our Member nations and to build a heroic collective leadership,” Dr Harsh Vardhan said addressing the 147th WHO Executive Board session as its Chair. The session was held virtually.
WHO is already providing leadership to the entire world in the sphere of public health, engaging with partners for joint actions, shaping the research agenda and stimulating the dissemination of valuable knowledge. The need is to catalyze further change, he said.
Health is central to enhancing human capabilities. Protecting the health of those without wealth should be the core philosophy of our close alliance at the WHO, Dr Harsh Vardhan said.
“I have known few greater honours than this one! With this personal honour, I also feel a deep sense of personal responsibility. I may not get there, but I can surely try. And, I promise to try my best, “ he said.
Congratulating him, Regional Director for WHO South-East Asia Dr Poonam Khetrapal Singh said, “Dr Harsh Vardhan has assumed this post at a very challenging time. I wish him all the best in steering the Executive Board as it addresses this defining pandemic and other public health issues.”
“Dr Harsh Vardhan has a rich experience in public health. He is the pioneer of India’s successful pulse polio program and has been at the forefront in the fight against tobacco and many other issues. The world can now gain from his expertise and experience,” the Regional Director said.
WHO’s Executive Board comprises of 34 members elected for three-year terms. The Chair of the Executive Board is elected by its members on being nominated by the Regional Committees of the six WHO Regions, by rotation.
At the 72nd Regional Committee Session of WHO South-East Asia in September 2019, Member States had nominated India to be a member of the WHO Executive Board from the Region to replace Sri Lanka whose term expired in May 2020 and also to lead 147th and 148th Sessions of the Executive Board as Chairperson.
The other countries from the WHO South-East Asia Region in the Executive Board are Bangladesh (2019-2022) and Indonesia (2018-2021).
The main functions of the Board are to implement the decisions and policies of the Health Assembly and advise and facilitate its work.
The annual Board meeting is held in January when the members agree upon the agenda for the World Health Assembly and the resolutions to be considered by the Health Assembly. A second shorter meeting takes place in May, as a follow-up to the Health Assembly.
Dr Harsh Vardhan, who took over from Dr Hiroki Nakatani of Japan, would chair the 148th session of the Executive Board in January 2021. At the Executive Board meeting in May 2021, he will hand over to the next Chair from another WHO Region. However, he will continue to be a member of the Executive Board until 2023.

No Longer ‘J&K Police’, The Force Is Now Called LADAKH POLICE in Ladakh UT
LADAKH (Union Territory): The Ladakh Union Territory (UT) administration has ordered the replacement of ‘J&K Police’ organizational name by ”Ladakh Police”.
“It is hereby ordered that wherever organisational name ‘J&K Police’ is written on any signboards, police vehicles, official stationeries, seals and other official items of UT police Ladakh should be replaced by the word ‘LADAKH POLICE” in capital letter henceforth. No police officer/official shall put on president police collar insignia of J&K Police on the uniform,” reads an order issued by the Inspector General of Police, UT Ladakh SS Khandare.
The officer also said that there will be mass police recruitment drives in Leh and Kargil to strengthen the police in number. Ladakh was officially declared UT on October 31 with R K Mathur as its first Lieutenant Governor and SS Khandare as its first Inspector General of Police (IGP). As of now, Ladakh has about 800 vacancies at different levels for recruitment.
The UT Administration and Inspector General of Police are in the process of establishing the new identity of Ladakh Police, which would conclude in a month’s time:
Formation Sign: In the backdrop of blood-red colour symbolizing sacrifice in golden border and ribbon, a snow leopard in motion.
Flap Pattern: Starting with the name of Ladakh as a common practice with police forces across the country.
Logo: Ashoka with Satyameva Jayate, LP in symmetric design and Juniper leaves (incense offered on religious occasions) covering the Ashoka and LP.
A Superintendent of Police for Traffic will also be appointed soon with a priority on road safety by enhancing the traffic police presence, in the world-famous tourism destination Ladakh.
Speaking on infrastructure development for police, SS Khandare said, under the special development package for Ladakh by the Union Government, the Police department has enough funds for upgradation.
After separation from erstwhile Jammu & Kashmir Police, newly formed Ladakh Police will have its new symbols, insignia with a separate identity.
With the latest development, the Ladakh Police will also have a separate formation sign and flag as well. Ladakh Lieutenant Governor RK Mathur has approved the new identity of Ladakh Police.

The bed-chamber, made of precious stones, was decked with garlands and supplied with perfumes, lamps consisting of bright gems and a canopy lovely beyond words. He alone who saw it could know what it was like. Having thus prepared a number of fine beds the queens took up Shri Ram and lovingly laid Him down upon one of them. On being repeatedly asked by Shri Ram, His brothers too retired each to his own bed. This is how China uses Twitter to fight COVID-19 information war
San Francisco: In the ongoing COVID-19 information war on Twitter which is often fought with the launch of new conspiracy theories, China has now gone on the offensive with about 90,000 tweets since the start of April.
Twitter is blocked in China so most of the tweets are churned out by diplomatic accounts as well as state media accounts.
According to a report in NBC News Wednesday, the number of tweets from China’s official handles on the microblogging platform has almost doubled since January.
Similarly, there has been a huge surge in the number of China’s diplomatic Twitter accounts. From just 40 such accounts a year ago, their numbers have now reached to 135, said the report on the basis of an analysis by Bret Schafer, the digital disinformation fellow at Alliance for Securing Democracy at the German Marshall Fund of the United States.
The alliance in late March announced the expansion of the Hamilton 2.0 dashboard to include the tracking of Chinese government-backed information operations on social media, state-sponsored information websites, YouTube, and via official diplomatic channels.
Collecting data since November 2019, the China section of the dashboard has captured official government messaging on topics like the Hong Kong protests, Xinjiang, the trade war with the United States, the implementation of Huawei technology in Europe, and, most notably, the global outbreak of COVID-19.
In recent days, China has used Twitter to spread a conspiracy theory that the COVID-19 leaked from a US government lab, the NBC News report said.
“The #US keeps calling for transparency & investigation. Why not open up Fort Detrick & other bio-labs for international review? Why not invite #WHO & int’l experts to the US to look into #COVI19 source & response?” the spokesperson for China’s Foreign Affairs Ministry wrote in a tweet May 8.
The tweet refers to the U.S. Army Medical Research Institute of Infectious Diseases at Fort Detrick, Maryland.
In fact, China has been pushing this conspiracy theory for quite some time now, said the report.
According to the Alliance for Securing Democracy, official Chinese diplomatic and state-run media accounts tweeted the Fort Detrick conspiracy theory more than 30 times in the past two months.
China’s more confrontational posture on COVID-19 represents a clear departure from its past behaviour, according to an analysis by the alliance.
In the early stages of the outbreak, official Chinese messaging largely focused on human-interest stories and reporting on the Chinese government’s efforts to control the virus.
But from February 27, as the virus spread rapidly to Europe and the US, website data indicates that four of the top 10 most engaged articles on Facebook from Chinese state media outlets featured content that was critical of the Trump administration’s response to COVID-19, the analysis showed.
On Twitter, Chinese diplomatic and embassy accounts promoted conspiracy theories from fringe websites, it added.

Crores of married women in India observe Sabitri Brata for the long life and well being of their spouses. They observe fast and offer puja on the occasion.
But, there are many women who have made several sacrifices to support their husbands in distress. These women have come forward to shoulder the burden of their families in bad time.
Sarojini Sethy of Deulasahi in Cuttack is a classic example of such women.
Around three decades ago, Sarojini had tied the knot with Sarat in the presence of family and friends. She had a blissful conjugal life.
The couple was blessed with a son and a daughter within a few years of their marriage. Sarat’s modest income was sufficient to feed the four mouths. However, the sky fell on Sarojini’s head when Sarat was paralysed by his right hand in 2005.
The entire burden of the family came on Sarojini’s shoulder as Sarat could not earn a single penny. In the absence of any other sources on income, Sarojini opened a tailor’s shop to manage her family.
“With my limited income, I did everything to make my two children graduates. But, I could not provide them higher education. A few years ago, I married off my daughter by arranging some money from here and there,” narrates Sarojini.
Some days ago, Sarojini’s son Sujit opened a vegetable shop to relieve his mother of the family responsibility.
“My son is now capable of arranging two square meals for us. Now, I am spending my time to take care of my husband. The state government has provided us a ration card. We hope that someday the government will give us some assistance to help us lead a better life,” she said.

Key NASA executive quits ahead of SpaceX crewed mission to ISS
New York: NASA’s head of human spaceflight, Doug Loverro, has stepped down from his position at the agency this week ahead of the upcoming SpaceX crewed mission to the International Space Station (ISS) May 27.
In an email sent to colleagues, Loverro cited a ‘mistake’ that happened earlier this year, although no official reason for the resignation was provided, the BBC reported on Wednesday.
In an interview with news website Axios, Loverro said his sudden departure from the agency had nothing to do with the upcoming SpaceX mission.
“I have 100 per cent faith in the success of that mission,” Loverro told Axios.
In the absence of Loverro, NASA’s deputy associate administrator for human spaceflight Ken Bowersox will take over as acting chief, said the report.
It has been less than a year since Loverro became NASA’s head of human spaceflight programmes.
NASA named Loverro as the agency’s new associate administrator for the Human Exploration and Operations Mission Directorate in October last year.
“I worked with Doug for many years on the Hill, and he is a respected strategic leader in both civilian and defense programs, overseeing the development and implementation of highly complicated systems,” NASA Administrator Jim Bridenstine said on Loverro’s appointment.
Meanwhile, NASA astronauts Robert Behnken and Douglas Hurley on Wednesday arrived at the launch and landing facility at NASA’s Kennedy Space Center ahead of SpaceX’s Demo-2 mission.
NASA’s SpaceX Demo-2 mission is the first launch with astronauts of the SpaceX Crew Dragon spacecraft and Falcon 9 rocket to the International Space Station as part of the agency’s Commercial Crew Program.
The flight test will serve as an end-to-end demonstration of SpaceX’s crew transportation system.

(Reuters) - Hewlett Packard Enterprise on Thursday unveiled a plan targeting gross savings of at least $1 billion (817.5 million pounds) by 2022 and cut the base salaries of top executives by 25% as the software maker seeks to weather the coronavirus crisis. Shares, down about 35% this year, fell nearly 6% in extended trading after the company missed second-quarter revenue and profit estimates, hit by global lockdowns since February

Google rolls out updated privacy, security settings in Chrome desktop
San Francisco: Google has started rolling out new tools and a redesign of Chrome browser’s privacy and security settings on desktop to help users know what data they are sharing with others and easily control their safety on the web.
For example, the new safety check in Chrome will tell users if the passwords they had asked Chrome to remember have been compromised, and if so, how to fix them.
It will flag if Safe Browsing which is Google’s technology to warn before you visit a dangerous site or download a harmful app or extension, is turned off.
The safety check tool also has a new additional way to quickly see if your version of Chrome is up to date.
If malicious extensions are installed, it will tell you how and where to remove them.
In Site Settings, Google has reorganised the controls into two distinct sections to make it easier to find the most sensitive website permissions: access to your location, camera or microphone, and notifications. A new section also highlights the most recent permissions activity.
The redesign also makes it easier to manage cookies. Users can block all cookies on some or all websites.
“At the top of Chrome settings, you’ll see ‘You and Google’ (previously “People”), where you can find sync controls. These controls put you in charge of what data is shared with Google to store in your Google Account and made available across all your devices,” AbdelKarim Mardini, Senior Product Manager at Google, wrote in a blog post on Tuesday.
Because many people regularly delete their browsing history, Google has moved that control, “Clear browsing data”, to the top of the Privacy & Security section.
“We’re also launching Secure DNS, a feature designed to improve your security and privacy while browsing the web,” Mardini said.
When you access a website, your browser first needs to determine which server is hosting it, using a step known as a “DNS (Domain Name System) lookup.”
Chrome’s Secure DNS feature uses DNS-over-HTTPS to encrypt this step, thereby helping prevent attackers from observing what sites you visit or sending you to phishing websites.
By default, Chrome will automatically upgrade you to DNS-over-HTTPS if your current service provider supports it.
Users will also be able to configure a different secure DNS provider in the Advanced security section, or disable the feature altogether.
Google said the new updates and features, including the redesigned Privacy and Security settings, will be coming to Chrome on desktop platforms in upcoming weeks.

GDP likely to contract 5% in FY21 amid deep recession: Icra
Mumbai: Domestic rating agency Icra Wednesday warned of a deep recession as it drastically lowered FY21 growth forecast for India to minus 5 per cent, citing the very modest fiscal support, extension of the nationwide lockdown and looming labour shortage.
The agency also sharply revised downwards the growth contraction in Q1 to 25 per cent as against the previous forecast of 16-20 per cent and to minus 2.1 per cent in Q2 from 2.1 per cent growth previously, which implies a recession.
Though the government has been claiming that its economic stimulus package is worth 10 per cent of GDP or Rs 20.9 lakh crore, analysts have pegged it at just 0.8 – 1.2 per cent of the GDP.
After the two phases of the nationwide lockdown, many experts warned of a minor contraction in growth.
But with the lockdown being extended to end-May, and expectation of substantial delays in getting the supply chains operational following the return of millions of migrant workers to their home states, Q1 degrowth will be deeper, and recovery will be shallower and more delayed than our earlier assessment, Icra said.
“Accordingly, we now expect FY21 growth to contract by a whopping 5 percent relative to our earlier expectation of 1-2 percent,” its Chief Economist Aditi Nayar and Economist Aarzoo Pahwa said in a note.
Icra sees Q1 GDP contracting by 25 per cent as against previous forecast of 16-20 per cent and Q2 growth contracting by 2.1 percent from a 2.1 per cent growth expected previously.
However, the economy may see a moderate 2.1 per cent growth in Q3 (against previous estimate of 3.6 per cent growth) and 5 per cent in Q4.
The much-touted Rs 20.97 lakh crore package includes Rs 8.02 lakh crore monetary measures announced by the Reserve Bank since February as well as the Rs 1.93 lakh crore initially announced by the Centre and revenue foregone due to tax concessions.
According to Icra, these announcements are only enabling provisions to support a recovery after the lockdown by helping the most stressed sectors get working capital credit. None of these offer to absorb their losses from the lost output for more than two months, it said.
Moreover, the reforms announced will have any meaningful outcomes only with a lag of a few years.
“Overall, we estimate the direct fiscal cost of this package to be limited to 1 percent of GDP, or around 10 percent of the total announcements,” they said, adding these measure will not be able to counter the demand destruction caused by the pandemic, or address the prevailing supply chain infirmities.
While the agency had earlier forecast a V-shaped recovery, it warned that if there is a second wave of infections and subsequent lockdowns either in India or globally, the ensuing demand uncertainty and supply chain hiccups may result in a W-shaped economic cycle.
On the labour issue, it said multiple extensions of the lockdown has created uncertainty and untold misery to the poor migrant workers forcing them to flee to their villages.
“With a considerable portion of their savings likely to have been used up over the last two months, we feel that they may choose to delay their return to the cities until after the festive season is over, which could affect the pace of normalisation in various economic activities, including manufacturing and construction,” it added.
