Captain, Legend Subimal ‘Chuni’ Goswami Passes Away In Kolkata

KOLKATA (West Bengal): Legendary Footballer Chuni Goswami died in Kolkata on Thursday afternoon after prolonged illness. He was 82.

Chuni Goswami was the captain of the gold medal-winning Indian football team of  Jakarta Asiad held in 1962.

He was awarded Arjun, Padmasree and several other prestigious awards for his outstanding contributions in the field of Sports. He received Mohonbagan Ratna awards in 2005. The West Bengal Government conferred him the highest civilian award Banga Bibhusan in 2013 .

Starting his international career in 1957, Goswami was one of the biggest stars of the national team. However, he quit international football in 1964, at the age of 27.

Not just football, Goswami was successful in cricket as well. In 1966, he and Subroto Guha plotted the historic innings defeat of Gary Sobers’ West Indies by the combined Central and East Zone team under Hanumant Singh in Indore. Goswami took eight wickets in that fixture.

He was appointed the Bengal Ranji Trophy captain in 1971-72 season and under his captaincy, the team reached the final, before losing against Bombay at the Brabourne Stadium.

President Ram Nath Kovid has expressed sadness at the passing away of football player Chuni Goswami. The President said in his demise, India’s football fans have lost a legend. He extended his condolences to his family, friends and admirers.

The West Bengal Chief Minister Miss Mamata Banerjee has also expressed deep sorrow over the demise of the noted footballer.

Realme to launch only 5G smartphones in China from 2020

New Delhi: Samsung Electronics has pipped Huawei to become the top 5G smartphones vendor in the world in the first quarter of 2020, said a market report on Wednesday.

Global 5G smartphone shipments grew to 24.1 million in Q1 2020, significantly more than the 18.7 million 5G smartphones shipped in the full year in 2019, showed data from Strategy Analytics.

Samsung led the market by grabbing 34.4 per cent share, shipping 8.3 million 5G smartphones globally in Q1 2020.

Popular 5G models for Samsung include the S20 5G and the S20 Ultra 5G.

Huawei, which shipped 8 million 5G smartphones in the quarter, came second as it captured 33.2 per cent share of the market.

Huawei shipped nearly all of its 5G smartphones in China, where it is the smartphone market leader.

The top 5G smartphone from Huawei is the Mate 30, Honor V30 Pro and Mate 30 Pro, Strategy Analytics said in a blog, adding that demand for 5G smartphones was strong, particularly in China, despite the emergence of the Covid-19 epidemic.

While China is the leader in demand for 5G smartphones, demand is also growing in South Korea, the US and Europe, it added.

Vivo, Xiaomi and Oppo rounded out the Top-5, taking 27 per cent of global 5G smartphone shipments in Q1 2020.

Vivo is number three, capturing a 12 per cent market share. Vivo’s IQOO and X30 5G smartphones were popular affordable alternatives in China in the quarter.

Xiaomi captured fourth place, with a 11 per cent market share, while OPPO grabbed the fifth place with a market share of five per cent, the data showed.

COVID outbreak: Most organisations expect moderate-to-serious impact on annual revenue

New Delhi:  About 54 per cent organisations expect to see a moderate-to-serious impact on their annual revenue with business declining by over 15 per cent due to the COVID-19 pandemic, according to a report by Korn Ferry.

The study – undertaken to understand the impact of COVID-19 on business and HR practices – found most respondents saying rewards and benefits will be affected amid the ongoing crisis.

According to the report, 27 per cent respondents said they expect small impact (5-15 per cent) on annual business revenue. Another 32 per cent said they expect moderate (15-30 per cent), while 22 per cent foresee a serious effect (over 30 per cent).

Only four per cent respondents said they expect to see an over 10 per cent rise in revenue, or it being in line with budget.

Not all industry sectors are impacted equally. Sectors like transportation, retail, hospitality, manufacturing and services organization expect “substantial” negative impact on business, while banks, healthcare, high technology, consumer products, utilities and public sector establishments expect less serious impact.

The report emphasised that we are still in an early phase of this pandemic, and the findings will “undoubtedly change over the coming weeks”.

Interestingly, 61 per cent respondents said they had a Business Continuity Plan (BCP) in place with plan to adjust.

“When threats becomes a reality, companies with BCP can adapt to the crisis and adjust any strategy necessary to avoid more significant losses to the organisation and to its people,” the report noted.

Most respondents were of the view that adjustments to rewards – in the form of salary cuts and delay in hikes – will likely include employees throughout the organisation.

About 29 per cent said they have, or are considering, salary cuts, while 49 per cent said they have either frozen or are considering freezing of salary hikes.

Also, 75 per cent said they have, or are considering, a deferral of annual merit increases, the report said.

Interestingly, active leave management has been considered and even implemented by firms.

About 14 per cent organizations have put unpaid voluntary leave in place, and a further 16 per cent are considering it.

Involuntary leave has been considered by 8 per cent, while only 11 per cent have taken such action.

Lockdowns and mandates of social distancing has forced organisations to accelerate work from home arrangements.

However, uncertainty around business environment is also prompting businesses to halt hiring processes.

About 53 per cent organisations are already freezing hiring with another 20 per cent saying they are considering it. Organisations are looking at options like reduction of overtime pay (41 per cent) and even temporary layoff or redundancy (13 per cent).

However, 74 per cent organizations said they are not currently considering permanent staff layoffs or redundancies, the report said.

This is how arthritis drugs responding in COVID-19 trials

Paris: With different approaches to treating Covid-19 patients being tried, varying results of two different arthritis drug trials on patients have further complicated the search for a cure.

While makers of the drug Kevzara (sarilumab) found that it proved to be less effective in treating “severe” respiratory illness caused by Covid-19 as compared to the “critical patients in trials conducted in the US”, another drug Actemra (tocilizumab) showed benefit in treating seriously ill patients in a trial in France.

Announcing the preliminary results from the Phase 2 portion of an ongoing Phase 2/3 trial evaluating Kevzara, Sanofi and Regeneron Pharmaceuticals Inc. on Monday said that Kevzara had no notable benefit on clinical outcomes when combining the “severe” and “critical” groups, versus placebo.

However, there were negative trends for most outcomes in the “severe” group, while there were positive trends for all outcomes in the “critical” group, the results showed.

Following a review by the Independent Data Monitoring Committee (IDMC) of all available Phase 2 and Phase 3 data, the trial will be immediately amended so that only “critical” patients continue to be enrolled to receive Kevzara 400 mg or placebo, Sanofi and Regeneron Pharmaceuticals said.

The randomised Phase 2 portion of the trial compared intravenously-administered Kevzara higher dose (400 mg), Kevzara lower dose (200 mg) and placebo.

It assessed 457 hospitalised patients, who were categorised at baseline as having either “severe” illness, “critical” illness or “multi-system organ dysfunction”.

“Emerging evidence with Kevzara and other repurposed drugs in the Covid-19 crisis highlight the challenges of making decisions about existing medicines for new viral threats using small, uncontrolled studies,” George D. Yancopoulos, Regeneron Co-Founder, President and Chief Scientific Officer, said in a statement.

“We await results of the ongoing Phase 3 trial to learn more about Covid-19, and better understand whether some patients may benefit from Kevzara treatment,” Yancopoulos said.

The trail of Roche Holding AG’s Actemra by the Assistance Publique — Hopitaux de Paris (AP-HP) — showed that seriously ill patients due to complications from Covid-19 might benefit from the drug.

While the hospital revealed the results of the small study, the findings are yet to be published.

Further studies will be required to know if the drug can prove to be effective against the disease, according to researchers.

Interestingly, the Kevzara trial was designed after a small, single-arm study in China among mostly severe, febrile hospitalised Covid-19 patients, which found elevated IL-6 levels, and suggested that inhibiting this pathway with the IL-6 inhibitor tocilizumab rapidly reduced fever and improved oxygenation in severe patients, allowing for successful hospital discharge.

Doctors in the US have sounded alarm about people in their 30s and 40s dying of stroke because of coronavirus.

The Washington Post reported that young and middle-aged people, barely sick with COVID-19, are dying of strokes.

The report said doctors sound an alarm about patients in their 30s and 40s left debilitated or dead. Some didn’t even know they were infected.

The report said that there has been a stroke surge and reports of strokes in the young and middle-aged in other hospitals in communities hit hard by the novel coronavirus — are the latest twist in the evolving understanding of the disease it causes.

The numbers of those affected are small but nonetheless remarkable because they challenge how doctors understand the virus, the report said.
“Once thought to be a pathogen that primarily attacks the lungs, it has turned out to be a much more formidable foe — impacting nearly every major organ system in the body,” the report said.

Until recently, there was little hard data on strokes and COVID-19. There was one report out of Wuhan in China which showed that some hospitalised patients had experienced strokes, with many being seriously ill and elderly. But the linkage was considered more of “a clinical hunch by a lot of really smart people,” said Sherry H-Y Chou, a University of Pittsburgh Medical Centre neurologist and critical care doctor.

Now for the first time, three large US medical centres are preparing to publish data on the stroke phenomenon. There are only a few dozen cases per location, but they provide new insights into what the virus does to our bodies, Washington Post said.

A stroke, which is a sudden interruption of the blood supply, is a complex problem with numerous causes and presentations. It can be caused by heart problems, clogged arteries due to cholesterol, even substance abuse. Mini-strokes often don’t cause permanent damage and can resolve on their own within 24 hours. But bigger ones can be catastrophic.

The analysis suggests coronavirus patients are mostly experiencing the deadliest type of stroke. Known as large vessel occlusions, or LVOs, they can obliterate large parts of the brain responsible for movement, speech and decision-making in one blow because they are in the main blood-supplying arteries.

Many researchers suspect strokes in COVID-19 patients may be a direct consequence of blood problems that are producing clots all over some people’s bodies.

Clots that form on vessel walls fly upward. One that started in the calves might migrate to the lungs, causing a blockage called a pulmonary embolism that arrests breathing — a known cause of death in COVID-19 patients. Clots in or near the heart might lead to a heart attack, another common cause of death. Anything above that would probably go to the brain, leading to a stroke.
The report said that many doctors expressed worry that as the New York City Fire Department was picking up four times as many people who died at home as normal during the peak of infection that some of the dead had suffered sudden strokes. The truth may never be known because few autopsies were conducted. Chou said one question is whether the clotting is because of a direct attack on the blood vessels, or a “friendly-fire problem” caused by the patient’s immune response.

“In your body’s attempt to fight off the virus, does the immune response end up hurting your brain?” she asked. Chou is hoping to answer such questions through a review of strokes and other neurological complications in thousands of COVID-19 patients treated at 68 medical centres in 17 countries.

New Delhi: Facebook-owned WhatsApp Tuesday doubled the number of participants in a video or voice call from four to eight people at a time on its platform.

To access the new limit on WhatsApp calls, all participants in a call need to update to the latest version of WhatsApp available on iPhone or Android.

Over the last month, people on average are spending over 15 billion minutes talking each day on WhatsApp calls, well above a typical day before the pandemic, said the company.

“Just like written messages, all those calls are protected with end-to-end encryption. We have built group calling in a way that makes it available for as many users as possible, including people on lower-end devices and slow network conditions,” WhatsApp said in a statement.

In the COVID-19 pandemic and social distancing times, more people are turning to voice and video calling on WhatsApp and other platforms.

Facebook last week announced Messenger Rooms that will allow group video calls of up to 50 people. In Facebook Messenger Rooms, the users can post links in their News Feed or in Groups or event pages.

When a room is created, anyone can join via their browser, though hosts can opt to “lock” rooms to new guests to prevent party crashers.

“We know people may want different ways to connect while they’re at home, which is why WhatsApp is also available on (video calling device) Portal,” informed WhatsApp.
According to the company, over 700 million people are making calls on Messenger and WhatsApp daily.

Amazon launches ‘Local Shops’ to enable small retailers sell online

New Delhi: E-commerce major Amazon has decided to go big in the neighbourhood commerce space with the launch of ‘Local Shops on Amazon’, a programme to enable local and small shops and retailers sell their products online.

The announcement came a day after Reliance Industries announced the JioMart-WhatsApp partnership to enable transactions between ‘kiranas’ and consumers and support small businesses.

In a blog Gopal Pillai, Vice President, Seller Services, Amazon India, wrote: “Over the last six months, we have been running a pilot with 5,000+ offline retailers and local shops to bring the benefits of online selling closer to them.”

Amazon would invest Rs 10 crore to immediately expand this pilot to include any motivated retailer or shopkeeper who is ready to join the programme, he said.

“Code-named ‘Local Shops on Amazon’, this programme helps customers discover products from local shops in their city from the convenience of their homes, while helping shopkeepers supplement their footfalls with a digital presence and expand beyond their normal catchment,” Pillai wrote.

Under the programme, local shops and retailers of any size from any part of India across categories can join and benefit from ‘Local Shops on Amazon’, using their existing delivery mechanisms to deliver to the customers faster.

The programme allows the shopkeepers to choose the areas where they can deliver on the same day or the next day, with pin-code level granularity, as per Amazon.

Local shops are required to use the newly launched ‘Amazon Delivery App’ to provide accurate delivery updates to the customers and Amazon, and all shipments are tracked on a daily basis on key metrics to ensure customers get what they were promised.

Speaking to IANS, Pillai said, “The programme is here to enable offline retailers in the country to reach their customer in a seamless manner…and they can leverage their capability, for example their delivering capability, or their value-added services.”

He said that it is “no more offline versus online, it’s offline plus online”.

Pillai said the programme is still underway for essential products and the actual expansion of the programme will take place after the lockdown restrictions are relaxed.

On being asked about the likely competition with JioMart and WhatsApp’s proposed programme to support ‘kiranas’, he said, “We are always customer-obsessed than being competitor obsessed, because customer obsession pushes you always hard to make sure that we are continuing to address the experience expectation. In this case, as I mentioned, we started the pilot six months ago and we have 5000+ stores already under the programme.”

Regarding the number of retailers the company targets to get under the programme, he said the firm wants to ensure that every motivated shop owner comes under its fold and no one is left out.

WTI crude rebounds to $10 per barrel

New Delhi: The price of West Texas Intermediate (WTI) crude in the US has turned positive and is currently above $10 per barrel.

WTI crude is currently trading at $10.52 per barrel, recovering from the negative zone.

In a historic plunge, the May contract of WTI crude on the NYMEX fell below zero to a record low of -$40.32 per barrel Monday. Tuesday too, it traded below zero for a considerable duration.

Due to high supplies and lower offtake amid the Coronavirus crisis and the worldwide standstill, the US ran out of storage for the commodity posing a major challenge for the market.

Prices turning negative, is an unprecedented phenomenon in the oil markets as traders paid buyers to lower their stock of oil.

Brent crude also has plunged over 27 per cent and is currently at $18.47 per barrel.

The huge sums of money traded every day in WTI futures are generally settled financially, but any contract that has not closed out after expiry is liquidated with physical delivery of oil if the concerned parties do not come to an over-the-counter agreement.

Such deliveries go to the storage hub of Cushing, Oklahoma, which is connected by pipeline to Canada, the US Midwest, West Texas and the Gulf Coast. And here the current problem lies as the Cushing storage hub is rapidly filling up and fuel consumption is halted due to the coronavirus crisis.

Crude inventory surged nearly 16 million barrels in just three weeks to reach 55 million barrels on April 10.

Analysts said, the rate at which Cushing hub is filling, finding space for further storage is going to be difficult, more so for financial traders who generally do not deal in physical terms.

“Nothing much should be read into the negative May WTI futures, as the spot and June futures are in range,” said Debasish Mishra, partner at Deloitte India.

The pandemic has offset the recent output cut agreement between the Organization of Petroleum Exporting Countries (OPEC) and its allies. There were hopes that agreement would stabilise oil prices, but with Covid-19 pandemic continuing, there has been a large slip in demand that is not letting a pick up in oil prices.

The price of oil has now reached a point that it is increasingly becoming difficult for higher cost producers to remain in operation and rather look at declaring bankruptcy. A lot of US shale producers are in deep trouble and analysts expect that low oil price for few more months will result in a spate of bankruptcies in US.

With world demand now forecast to plunge by over 20 million barrels per day, a 30 per cent drop from last year, analysts say massive production cuts will be needed beyond just what has been agreed upon between the OPEC, Russia and other producers.

COVID-19: Amid pandemic, Boston Globe fills 16 pages with death notices

New York: Offering its readers a stark reminder of the COVID-19 death toll in Massachusetts, the Boston Globe Sunday filled 16 pages of the paper with death notices.

These death notices are paid postings that generally announce a person’s death as well as names of the surviving family members and schedules of funeral services.

Some of the death notices included in the April 19 edition of the paper included the names of people from 14 other states, besides Massachusetts, and a small number of foreign countries as well, the Globe said.

The battle

Several of the notices running across 16 pages mentioned a battle with COVID-19.

However, whether all of them died from complications associated with the disease was not clear.

The Globe had less than half the number pages with death notices for the comparable Sunday a year ago.

Massachusetts Governor Charlie Baker on Sunday said coronavirus cases in the state are “right in the middle of the surge now.”

After New York and New Jersey, Massachusetts has the highest number of coronavirus cases in the US.

Over 38,000 people have already tested positive for the virus in Massachusetts and more than 1,700 have died due to the disease.

According to data from Johns Hopkins University, more than 759,000 people have tested positive for COVID-19 in the US so far and the numbers of deaths in the country have crossed 40,000.

COVID-19: Experts feel asymptomatic patients a big worry, social distancing is essential

New Delhi: With the Health Ministry saying that 80 per cent of the Covid-19 cases are either asymptomatic or with mild symptoms, health experts Monday said lockdown and social distancing are the only way to prevent transmission from asymptomatic cases in a populous country like Indian with limited testing capacity.

According to Dr Robert Redfield, director of the Centers for Disease Control and Prevention (CDC) in the US, as many as 25 per cent of people infected with the new coronavirus remain asymptomatic.

In a recent interview with NPR, Redfield said: “That’s important, because now you have individuals that may not have any symptoms that can contribute to transmission.”

According to Dr Neha Gupta, Consultant, Infectious Disease, Fortis Memorial Research Institute, Gurugram, 25-50 per cent patients do not have any symptoms as per CDC and Iceland data, and are contagious.

“That’s why lockdown is even more essential to prevent transmission from these likely to be missed out asymptomatic cases when the population is large and testing capacity is limited,’ Dr Gupta told IANS.

“Lockdown restrictions can be eased out in areas where no COVID 19 is documented in the last 14 days as most cases take this to recover. But the incubation period can be as long as 27 days and 2.5 per cent of the COVID-19 can develop infections beyond the 14-day incubation period,” she informed.

India is currently under an extended lockdown till May 3. Telangana has even extended it further, to May 7.

Dr Yugal Kishore Mishra, Head of Cardiac Sciences and Chief of Clinical Services Officer at Manipal Hospitals, Dwarka said that the surge of COVID-19 patients with asymptomatic or mild symptoms poses yet another challenge in combating this pandemic.

“Given India’s economic condition and heavy dependence on unorganised sectors, it is a fact that we need to exit from Lockdown in a phased manner. With a large number of asymptomatic cases, there would certainly be a threat of its further spread, however, with adequate testing, quarantine and treatment facilities, India can handle the situation well compared to other countries,” Mishra elaborated.

However, people will have to follow guidelines such as wearing masks, gloves, use of sanitizers, maintain good hygiene by washing hands frequently and thoroughly.

“Social distancing would remain the main safeguard against COVID-19. Hence, if lockdown is lifted in a staggered way, we can contain even second wave efficiently and effectively with preventive and curative measures,” he added.

No COVID case from 20 districts in Odisha

Bhubaneswar: The data released by the state Health department claimed that 20 out of the 30 districts of Odisha have not reported a single coronavirus case till Sunday.

The state government has tested around 10,000 samples for the deadly virus in last two months.

The data claimed that Khurda district has remained as the hotspot in the state when it comes to total COVID cases while other nine districts have reported sporadic cases. Balasore recently reported its first case after a 58-year-old man tested positive Saturday.

The government data claimed that till now only 10 districts from the state have reported COVID cases. They are: Khurda, Bhadrak, Jajpur, Kalahandi, Kendrapara, Sundergarh, Cuttack, Dhenkanal and Balasore.

The data suggested that majority of the cases were reported from Khurda district. Khurda accounts for 75 per cent of the cases with 46 cases reported. Most of the other nine districts have reported a case or two.

The government data hinted that 0.63 per cent of the total samples tested positive for COVID-19.

The total positive cases in the state remained at 61 till Sunday evening. The government claimed that the state has now 36 active cases and 24 cases of recoveries.

Here’s what you need to know about coronavirus if you suffer from diabetes

People who are older or have underlying diseases like diabetes may be at a higher risk of death from the new coronavirus (COVID-19), according to a study published in The Lancet journal.

The observational study was carried on 191 patients with confirmed COVID-19 from two hospitals in Wuhan, China.

The study is the first time researchers have examined risk factors associated with severe disease and death in hospitalised adults who have either died or been discharged from hospital.

“Older age, showing signs of sepsis on admission, underlying diseases like high blood pressure and diabetes, and the prolonged use of non-invasive ventilation were important factors in the deaths of these patients,” said Zhibo Liu from Jinyintan Hospital, China.

“Poorer outcomes in older people may be due, in part, to the age-related weakening of the immune system and increased inflammation that could promote viral replication and more prolonged responses to inflammation, causing lasting damage to the heart, brain, and other organs,” Liu said.

So how can you protect yourself from coronavirus if you have diabetes?

Take these following steps to prepare and reduce your risk of infection:

Wash your hands regularly: Use soap and water to wash your hands at regular intervals. Wash your hands whenever you’re preparing or eating food, caring for a child or a sick person, using the toilet, or going out in public.

Wear a cloth mask in public: Wear a mask whenever you are venturing outside.

Practice social/physical distancing. Stay at least six feet away from other people, and avoid gathering in large groups. If you get sick, stay home and isolate yourself from other people even in your own household.

Have up-to-date supplies and prescriptions of your diabetes devices and medications. Stock up on insulin supplies, glucose testing supplies, ketone test strips, glucose tablets, and up-to-date prescriptions.

Continue taking ACE inhibitors and ARBs as directed. If you take ACE inhibitors or ARBs for high blood pressure, heart disease, or diabetes, keep taking them unless your physician recommends otherwise.

Be prepared if you do get sick. Keep a supply of fever-reducing medications, like acetaminophen (Tylenol), and cough syrup in stock.

McCullum also recalled his then captain and opening partner Ganguly’s reaction to his incredible innings.

“Dada said, ‘Your life is changed forever,’ and I didn’t quite know what he meant at the time, but (in hindsight), I 100 percent agree with him,” McCullum said.

“Shah Rukh (Khan, the KKR co-owner), in the months which followed or the days and the weeks and the months which followed, he said, ‘you’ll always be with the Knight Riders.’”

McCullum said he never thought he would be able to pull off an innings like that.

“I couldn’t have done it without my team-mates, that’s 100 percent sure,” he said. “It was just a surreal moment in time where you just look back and say, ‘How lucky was I?’”

McCullum had two stints with the Knight Riders, scoring 882 runs in 35 innings at a strike rate of nearly 121.

State govt issues health advisory for people working from home

Bhubaneswar:  As a large number of people are working from home during the lockdown period which will continue till May 3, the Odisha government Friday issued a health advisory on the dos and don’ts for them.
Asking people to maintain an active lifestyle while staying indoors, the Department of Health and Family Welfare advised them not to sit on a bed or sofa while working on a computer.

“Make sure that your back gets enough support,” the advisory said.

It also asked people to take a break in every 40 minutes and walk at least for 30 minutes every day.

The health department also appealed to the people to stay connected with each other through social media but stay away from fake news in connection with the coronavirus pandemic.

On the psychological point of view, the health department suggested that people should accept the prevailing situation and not to be in denial mode.

“Be brave, be hopeful, rely and respect the system,” it said.

Asking people not to go for intoxicants to get false consolation, the health department forbade them to hate or suspect the family of a COVID-19 patient or to treat health workers with suspicion.

“Read, do yoga, work and give yourself some me-time, take rest and do physical work,” the advisory said.

Amazon rolls out brand new features for Alexa; here’s all you need to know

 San Francisco:  Amazon has introduced a new speaking style for Alexa and also added some speaking styles for other Artificial Intelligence (AI) voices.

The feature was introduced back in November and now, starting this week in the US, developers can use the style which is optimized for large amounts of textual information, to read aloud web pages, articles and more.

“Starting today, you can use a new long-form Alexa speaking style to create a more natural and engaging experience for content such as news articles or blogs,” Amazon said on its developer website Thursday.

“Powered by a deep-learning text-to-speech model, the long-form speaking style enables Alexa to speak with more natural pauses while going from one paragraph to the next or even from one dialog to another between different characters,” it added.

Amazon is also adding its news and conversational speaking styles for the Matthew and Joanna voices from Amazon Polly, its neural network-based text-to-speech AWS service, and is adding its news speaking style to Lupe, its US Spanish voice.

AI service that will let developers create ‘life-like’ speech in 29 languages and further developers can now use 10 additional Amazon Polly voices to make their Alexa skills.

यूपी में तमाम पाबंदियों के साथ 20 से खुलेंगे सभी सरकारी कार्यालय

 उत्तर प्रदेश की योगी आदित्यनाथ सरकार ने कोरोना वायरस के संक्रमण के बीच में भी कार्यालय खोलने का निर्णय किया है। लॉकडाउन में प्रदेश में 20 अप्रैल यानी सोमवार से सरकारी कार्यालय खुलेंगे।योगी आदित्यनाथ सरकार ने इस बाबत आदेश जारी किया है। मुख्य सचिव राजेंद्र कुमार तिवारी के निर्देश के अनुसार इस दौरान भी फिजिकल डिस्टेंसिंग का पूरी तरह से पालन किया जाएगा। लॉकडाउन के दूसरे चरण में 20 अप्रैल से जहां उद्योग और निर्माण से जुड़ी गतिविधियों को कुछ शर्तों के साथ छूट मिलेगी, वहीं राज्य सरकार के दफ्तर भी खुलेंगे। सरकारी दफ्तरों में विभागाध्यक्ष या कार्यालयाध्यक्ष और समूह ‘क’ व ‘ख’ के सभी अधिकारी मौजूद रहेंगे। कार्यालयों में प्रत्येक कार्यदिवस में समूह ‘ग’ और ‘घ’ के 33 प्रतिशत तक कार्मिकों को बुलाया जाएगा। समूह ‘ग’ और ‘घ’ के कार्मिकों को कार्य की आवश्यकतानुसार दफ्तर बुलाने के लिए विभागाध्यक्ष व कार्यालयाध्यक्ष रोस्टर तय करेंगे। वहीं संक्रमण से प्रभावित क्षेत्रों (हॉटस्पॉट) में कार्यालयों को बंद करने के बारे में जिला प्रशासन अपने स्तर से निर्णय लेगा। मुख्य सचिव राजेंद्र कुमार तिवारी की ओर से इस बारे में शुक्रवार को सभी विभागों को शासनादेश जारी कर दिया गया है। दफ्तरों में समूह ‘ग’ और ‘घ’ के कार्मिकों को बुलाने के लिए रोस्टर ऐसे तैयार किया जाएगा, ताकि यह कर्मचारी अल्टरनेट दिवस में कार्यालय आयें लेकिन, यह भी ध्यान रखा जाएगा कि इससे सरकारी कामकाज में बाधा न पहुंचे। काम के हिसाब से आवश्यक कार्मिकों को ही कार्यालय बुलाया जाएगा। कार्यालय में कार्मिकों की एक-दूसरे से शारीरिक दूरी और अन्य सुरक्षात्मक उपायों का भी पूरा ध्यान रखा जाएगा। रोस्टर के अनुसार घर से काम करने वाले कार्मिक मोबाइल फोन और इलेक्ट्रॉनिक साधनों के जरिये दफ्तर के संपर्क में रहेंगे और जरूरत पड़ने पर उन्हें ऑफिस बुलाया जाएगा। जिला प्रशासन व ट्रेजरी के कार्यों के लिए भी आवश्यकतानुसार कार्मिकों को नियोजित किया जाएगा। राज्य के रेजिडेंट कमिश्नर कार्यालयों और आंतरिक किचन को भी इन प्रतिबंधों के साथ संचालित किया जाएगा। पहले की तरह काम करते रहेंगे ये विभाग पुलिस, होमगार्ड, सिविल डिफेंस, अग्निशमन, आकस्मिक सेवाएं, आपदा प्रबंधन, कारागार और नगर निकाय बिना किसी प्रतिबंध के कार्य करते रहेंगे। प्राणि उद्यानों तथा पौधशालाओं के संचालन व प्रबंधन, जंगलों में अग्निरोधी उपायों, पेट्रोलिंग और आवश्यक वाहन सेवाओं से जुड़े वन विभाग के कार्मिक अपना काम करते रहेंगे। यह दिशानिर्देश उन कर्मचारियों पर लागू नहीं होंगे जो आवश्यक और आकस्मिक सेवाओं से जुड़े हैं और कोविड-19 की रोकथाम में प्रत्यक्ष रूप से जुड़े हैं या जिनके लिए गृह मंत्रालय ने अलग से निर्देश दिये हैं। सचिवालय में अनुभाग अधिकारी तक करेंगे ड्यूटी सचिवालय में 20 अप्रैल से सभी अपर मुख्य सचिव, प्रमुख सचिव, सचिव, विशेष सचिव, संयुक्त सचिव, उप सचिव, अनुसचिव व सेक्शन आफिसर अनिवार्य रूप से ड्यूटी पर मौजूद रहेंगे। अपर मुख्य सचिव (सचिवालय प्रशासन) महेश गुप्ता ने बताया कि सभी विभाग जरूरत के अनुसार एक तिहाई कर्मचारियों को ड्यूटी पर बुलाएंगे। ऐसे कर्मचारी जो दिव्यांग हैं या फिर किसी गंभीर बीमारी से पीड़ित हैं, उन्हें दफ्तर नहीं बुलाया जाएगा। लखनऊ में हॉटस्पॉट के रूप में चिन्हित किए गए क्षेत्रों में रहने वाले कर्मचारियों को घर से कार्यालय तक आने के लिए जो व्यवस्था जिला प्रशासन द्वारा की गई है, वे उसका अनुपालन करेंगे।

COVID-19 may have profound impact on mental health: Experts

Experts have warned that the COVID-19 pandemic is likely to have a ‘profound and pervasive impact’ on global mental health as billions struggle to cope with isolated living and anxiety spikes.

A team of 24 experts, through a paper published in Lancet Psychiatry, have suggested more funding for research into the impacts the disease may have on society’s mental well-being. A couple of surveys on the British citizens showed that most people questioned had experienced heightened anxiety and fear of becoming mentally unwell since the pandemic struck.

“We all are dealing with unprecedented uncertainty and major changes to the way we live our lives as a result of coronavirus,” said lead author Emily Holmes from Uppsala University’s department of psychology.
“Our surveys show these changes are already having a considerable impact on our mental health,” Holmes added.

The experts called for real-time monitoring of anxiety, depression, self-harm and suicide across the world, as well as the creation of treatment programmes that can be accessed remotely.

“This needs to be on a bigger scale than we have ever seen previously, and must be coordinated, targeted and comprehensive,” said Matthew Hotopf, from King’s College London’s Institute of Psychiatry, Psychology and Neuroscience.

“We want to emphasise that all new interventions must be informed by top notch research to make sure they work,” he stated.

Studies regarding mental health impact of previous contagious disease outbreaks like SARS epidemic in the early 2000s showed a clear increase in suicide rates and the number of healthcare workers who experience emotional distress. However, the impact of COVID-19 epidemic is unprecedented, with billions of people forced to isolate at home and no end in sight even after social distancing measures are eased.

‘Perfect mental health storm’

The surveys, conducted among more than 3,000 people in Britain, showed a wide range of fears arising from the pandemic.

These include increased anxiety, the effects of social isolation, the fear of becoming mentally unwell and accessing care if needed.
The experts cautioned that these symptoms are likely to continue well in the future too, even after the current round of lockdowns is eased.

The authors called for government funding to establish specialised working groups comprised of people with experience of mental health impacts to ensure research and treatment are prioritised.

“Increased social isolation, loneliness, health anxiety, stress and an economic downturn are a perfect storm to harm people’s mental health and wellbeing,” said Rory O’Connor, professor of Health Psychology at the University of Glasgow.

He said that a lack of intervention risked an explosion of mental health conditions such as anxiety and depression, as well as a rise in alcohol and drug addiction.

“The scale of this problem is too serious to ignore, both in terms of every human life that may be affected, and in terms of the wider impact on society,” Rory maintained.

लॉकडाउन के बीच करोड़ों लोगों को राहत, 15 मई तक बढ़ी ये डेडलाइन

नई दिल्‍ली। कोरोना के खिलाफ जंग में भारत सरकार ने लॉकडाउन को 3 मई तक के लिए बढ़ा दिया है। मतलब ये कि 3 मई तक देशभर में जनजीवन ठप रहेगा. संकट की इस घड़ी में सरकार ने देश के करोड़ों लोगों को राहत दी है। दरअसल, लेबर मिनिस्ट्री के अधीन आने वाले कर्मचारी राज्य बीमा निगम (ईएसआईसी) ने फरवरी माह के लिए ईएसआई के अंशदानों का जमा कराने की डेडलाइन 15 मई तक बढ़ा दी है। इससे पहले, फरवरी और मार्च के अंशदान भरने की तारीख को क्रमशः 15 अप्रैल और 15 मई तक बढ़ा दिया था। इसका मतलब ये हुआ कि फरवरी की डेडलाइन तो बढ़ी है लेकिन मार्च महीने की डेडलाइन में कोई बदलाव नहीं हुआ है। अहम बात ये है कि 15 मई तक ईएसआई योगदान जमा करने के दौरान कोई जुर्माना या ब्याज नहीं लगाया जाएगा। इस फैसले से 3.49 करोड़ बीमित व्यक्तियों (आईपी) और 12,11,174 नियोक्ताओं को राहत मिलेगी। इसके अलावा ईएसआईसी ने लाभार्थियों के लिए कुछ अन्य राहत उपाय भी किए हैं। बता दें कि बीते साल केंद्र सरकार ने कर्मचारी राज्य बीमा निगम (ESI) के स्वास्थ्य बीमा कार्यक्रम में नियोक्ता (संस्‍था या कंपनी)और कर्मचारियों के कुल अंशदान को 6.5 फीसदी से घटाकर 4 फीसदी कर दिया था। अब नियोक्ता यानी कंपनी का अंशदान 3.25 फीसदी हो गया है. इससे पहले नियोक्ता को 4.75 फीसदी का अंशदान देना पड़ता था। इसी तरह कर्मचारी का अंशदान 1.75 फीसदी से घटाकर 0.75 फीसदी करने का फैसला किया गया।
